The Conference report “Best practices in the implementation of National Referral Mechanisms/Systems for Protection and Assistance of Victims of Human Trafficking” is a compilation of best practices, conclusions and recommendations made during the three successful working days of the conference. “Mapping of the Moldovan diaspora in Italy, Portugal, France and the United Kingdom” Study (English Version & Romanian Version)


The Mapping the Moldovan diaspora in Italy, Portugal, France and the United Kingdom study is aimed at researching the social-economic profile of Moldovan citizens temporarily or permanently staying abroad, persons originating from the Republic of Moldova and their descendants, as well as their communities, in order to help the Moldovan Government develop migration management policies. The research had the following specific objectives: (i) To identify the social-demographic, economic and social-cultural profile of Moldovan migrants; (ii) To assess the integration of Moldovan migrants in the foreign labour market; (ii) To analyze the migrants' relation with the home country; (ii) To analyze the level of migrants' social integration in host countries and their relations with diaspora organizations; (iii) To assess Moldovan diaspora development and cohesion, as well as its level of self-management; (iv) To gain awareness of migration strategies of Moldovan migrants. This study is addressed to migrants and their families, representatives of the Moldovan diaspora communities, representatives of the central and local public authorities of Republic of Moldova, in particular the Bureau for Diaspora Relations, all stakeholders interested in increasing the degree of diaspora’s involvement and encouraging the investment of the social and financial capital accumulated abroad in the development of the home country. This research was carried out by collecting and analysing the opinions of different social stakeholders: Moldovan diaspora, representatives of diplomatic missions abroad, representative of the local public authorities from Moldova and studied countries. It has consulted their opinion on migration, trends, migrants' motivations and expectations, activity of diaspora organizations, return perspectives of migrants to Republic of Moldova.

Extended Migration Profile of the Republic of Moldova (English Version & Romanian Version)


The present Extended Migration Profile (EMP) Report of the Republic of Moldova is a country-owned tool, prepared in consultation with a broad range of government and non-government stakeholders, to be used to enhance policy coherence, evidence-based policymaking and the mainstreaming of migration into development planning. The EMP Report comports four elementary blocks of information and analysis, Part A: Migration trends; Part B: Migration impact; Part C: Migration management framework; and Part D: Main findings, policy Implications and recommendations. In light of this structure the Report offers: a description of key migratory trends and migrants’ characteristics in Part A; an analysis of the impact of migration on development in terms of the interlinkages with demographic, economic, labour force employment and labour market, social and public health development in Part B; a succinct explanation of existing migration policies and governance frameworks within national and regional contexts in Part C; and policy recommendations and actions on how to promote more effective and humane management of migration, ensure policy coherence across various sectors, and help maximize the positive impact of migration on development and minimize associated risks and negative effects in Part D.

Organizaţia Internaţională pentru Migraţie (OIM), Misiunea în Moldova, are onoarea să prezinte rezultatul unei munci de doi ani în domeniul colectării şi analizei datelor care vizează migraţia în Moldova – Profilul Migraţional Extins (PME) al Republicii Moldova, elaborat în cadrul proiectului „Susţinerea implementării componentei migraţie şi dezvoltare a Parteneriatului pentru Mobilitate UE – Republica Moldova”, finanţat prin intermediul Instrumentului European de Vecinătate şi Parteneriat al Comisiei Europene, implementat de OIM. Prezentul Raport vizând Profilul Migraţional Extins (PME) al Moldovei reprezintă un instrument proprietate a statului, care a fost elaborat prin consultare cu un număr mare de actori guvernamentali şi neguvernamentali şi urmează să fie utilizat pentru a consolida coerenţa de politici, elaborarea de politici bazate pe dovezi şi integrarea migraţiei în planurile naţionale de dezvoltare. Raportul PME cuprinde patru blocuri de bază de informaţie şi analiză, Partea A: Tendinţele migraţionale; Partea B: Impactul migraţiei; Partea C: Cadrul de gestionare a migraţiei; Partea D: Principalele constatări, implicaţii asupra politicilor şi recomandări. Prin prisma acestei structuri, Raportul oferă: o descriere a tendinţelor migraţionale cheie şi a caracteristicilor migranţilor, în Partea A; o analiză a impactului migraţiei asupra dezvoltării în ceea ce priveşte interconexiunile cu dezvoltarea demografică, economică, a pieţii muncii şi ocupării forţei de muncă, sectorului social şi a sănătăţii publice în capitolele din Partea B; o explicaţie succintă a politicilor existente în domeniul migraţiei şi cadrele de reglementare în contextul naţional şi cel regional, în Partea C; şi, recomandări de politici şi acţiuni cu privire la modul de promovare mai eficientă şi gestionarea umană a migraţiei, de asigurare a coerenţei între politici din cadrul diverselor sectoare şi de contribuţie la maximizarea impactului pozitiv al migraţiei asupra dezvoltării şi la minimalizarea riscurilor asociate şi a efectelor negative, în Partea D.

Recommendations issued at the Diaspora Policy Seminar, held on July 19 2012 and organized within the framework of the joint pilot programme “Mainstreaming Migration into Development in Moldova” (MOMID), implemented by the Moldovan Government with the support of the United Nations Development Programme (UNDP), the International Organization for Migration (IOM) and UN Women, and funded by the Swiss Agency for Development and Cooperation (SDC) as well as the project “Strengthening the Implementation of the EU-Moldova Mobility Partnership’s Migration and Development Component” (SIMP) implemented by the International Organization for Migration and funded by the European Union

The formulated Diaspora Policy Seminar recommendations address mainly (i) the Diaspora Activists/Associations and Policies to Promote Diaspora Networks, as well as Diaspora Involvement and Identification with the Homeland and (ii) the Diaspora Agency and Institutional Arrangements for Diaspora Programming as well as specific thematic/ sectorial policy recommendations.

Data Assessment Report (English Version & Romanian Version)

This Data Assessment Report (DAR) aimed at assessing all primary and statistical data produced by the National Bureau of Statistics (NBS), various Ministries and other institutions of public administration in Moldova in the field of migration .

Such assessment concerns: (i) the accuracy, reliability and validity of the data, (ii) the methodology and the coverage of the data collection, (iii) the frequency of the data collection and the timeliness of the dissemination, (iv) the relevance and usefulness for users for policy support (v) the comparability and compatibility with international standards and (vi) the accessibility and transparency of these data.

Accordingly the DAR assessed the effectiveness of the current data collection by identifying the lack of data and existing gaps with international/EU standards as far as the development and updating of the Migration Profile is concerned.

The qualitative in-depth study “Specific Needs of Children and Elderly Left Behind as a Consequence of Labour Migration” looks at the specific needs and problems encountered by Moldovan children and elderly left behind as a consequence of migration. The study gives a complete picture of physiological, social and economic impact of migration on Moldovan children and elderly left behind, revealing general consequences on the family, community and social levels. The study has been carried out within the IOM project “Supporting the implementation of the migration and development component of the EU-Moldova Mobility Partnership (SIMP), The Moldovan State University project “Support to the National Action Plan on Protection of Children left behind without Parental Care as a consequence of Migration”, funded by the Czech Development agency through Caritas Czech Republic and the UNFPA.

International Organization for Migration study titled " The Socio-Economic Impact of the Economic Crisis on Migration and Remittances in the Republic of Moldova. Early Findings - Spring 2009" presents the results of a recent survey assessing the impact of the economic crisis on return migration and remittances. Since 2006, IOM has researched migration and remittance trends and published several reports, and all the data gathered up to last year showed continued growth in the number of migrants and the amounts of money sent home to their families. This new survey was necessary in order to empirically identify the first effects of the global economic downturn in Moldova, at a moment when the International Community reflects with the Government on most urgent measures that need to be taken.

Moldovan Migrants in Italy: Remittances and the Role of the Labour Market Partners (2007)

Within the framework of the project on "Beyond Poverty Alleviation: developing legal, regulatory, institutional framework for leveraging migrant remittances for entrepreneurial growth in Moldova", IOM Chisinau in cooperation with the ILO, conducted research on the characteristics of remittances sent by Moldovan migrants residing in Italy. The study assessed the different methods used by migrants to transfer money and their reasons for preferring a specific method. In addition the study also identified the potential role of employers' and workers' organizations in promoting or assisting migrants in using formal financial channels (banks) for transfers of remittances from Italy.

Legislative Review of AVRR Procedures in Moldova (English Version & Romanian Version)


This report assesses the current Moldovan legislative framework of the assisted voluntary return and reintegration (AVRR) institution, as well as possibilities for strengthening and improving that position. The study was realized within the project Support to the Implementation of EC Readmission Agreements with the Republic of Moldova, the Russian Federation and Ukraine: Facilitation of Assisted Voluntary Return and Return and Reintegration (SIREADA), implemented by the International Organization for Migration (IOM), funded by European Union and co-funded by Austrian Development Cooperation (2011-2013).

Tendinţele gestionării migraţiei, statistica relevantă, descrierea eforturilor depuse şi a rezultatelor la care s-a ajuns, pot fi găsite aici. Toate reflectă o parte a activităţilor ce ţin de implementarea acordurilor de readmisie semnate cu Comunitatea Europeană.
