Prosecution IOM Moldova supports governments to improve their legal systems and technical capacities. Interagency cooperation on a national and international level is being fostered through networking meetings, training programs and by providing technical equipment and support. In addition, IOM Moldova promotes broadening institutional counter-trafficking efforts by extending the existing structure of the Directorate for Combating Trafficking of Human Beings in Moldova. Mechanisms for the collection and exchange of information between governmental agencies and NGOs have been launched. Co-operation and information exchange between Moldovan authorities and their counterparts in countries of transit and destination has been improved. A structure for legal assistance to victims of trafficking has started. And legal assistance has been provided to over 150 victims. Counter-trafficking Database Information is as an essential tool for law enforcement and successful investigations. IOM is developing an intelligence unit with the Moldovan Ministry of Internal Affairs for use by its special counter-trafficking unit. The intelligence unit will provide information on organized crime networks that will be networked with other police and investigative agencies. It will allow these law enforcement agencies to quickly and efficiently share information so that they can work together to crack down on the criminal trafficking rings.
Training Professional development for police, prosecutors and the judiciary is an integral part of the strategy to fight human trafficking. IOM, Moldova, contracted La Strada to develop a special curriculum for the Moldovan Schools, and the curriculum is now in use. La Strada has also held trainings for "trainors" at the police academy. IOM in partnership with the OSCE, and under the Auspices of the Stability Pact, are developing a counter-trafficking curriculum for the Moldovan judiciary. Law Enforcement Manual Good investigative techniques often make the difference in making cases against the traffickers. In collaboration with Moldovan law enforcement agencies, IOM produced a counter-trafficking best practices manual that contains information on interview techniques, undercover investigations and a counter-trafficking legal backgrounder. In addition, the manual covers human rights issues related to counter-trafficking activities.
